Courtney David joined the NYS Conference of Local Mental Hygiene Directions on March 1, 2018 after serving over a decade as a government relations specialist for one of Albany’s distinguished lobbying firms where she successfully represented a wide range of clients before the executive and legislative branches of State government.

She started her career on the staff of a former Deputy Majority Leader of the NYS Senate where she developed an extensive understanding of NYS policy and the public policy process.  She has built a solid reputation for developing and maintaining positive working relationships with public officials and staff on both sides of the aisle.  In addition to providing comprehensive client support, she also assisted clients from diverse industries through legislative and regulatory challenges and changing political environments by way of her strong background in strategy development, political and policy research, analysis and advocacy. 

As Director of Governmental Relations for the Conference, her role continues to expand and includes the planning and execution of the Conference’s comprehensive and proactive government relations strategy to promote the mission and goals of the Directors of Community Services (DCSs), also known as the Local Governmental Units (LGUs), for the 57 counties and the City of New York.  Courtney manages the Conference’s extensive legislative tracking system to identify proposed legislation and policy activities of interest or concern and provides comprehensive analysis of the State’s Budget.  Working directly with the Board of Officers and the Executive Director, she identifies legislative and budget priorities which she advances through effective advocacy.  Over the past several budget cycles, Courtney has leveraged her strong advocacy skills to successfully secure millions of dollars in State Aid funding to the LGUs to support community based mental health and addiction programs and services.

In addition to her varied responsibilities as Director of Governmental Relations, Courtney is the team liaison for OMH and OASAS, working closely with high level staff at both agencies and supports the Chairs of CLMHD’s Mental Health and Addiction Services & Recovery Committees.

Courtney is a graduate of Sage College of Albany and lives in Troy with her two daughters.
