Chemung County safeTALK Training Registration
On September 10, 2010, in recognition of World Suicide Prevention Day, Chemung County will be providing safeTALK trainings in both the morning and afternoon for approximately 200 individuals. Early registration can be done by completing the registration form below and faxing it directly to Brian Hart. Locations are yet to be determined, but each registrant will receive a personalized confirmation indicating the location of their training. Each class is limited to 25 individuals, so if you have a large group that you want to have attend together, please note such on the registration, and they will attempt to meet those requests.

Letter to Congress Pertaining to Patient Protection and Affordable Care Act
The NYS Conference of Local Mental Hygiene Directors has joined with over 40 other organizations in an effort to ensure equitable funding for New York State’s Medicaid Programs. A letter was sent to Senate Majority Leader Harry Reid and House Speaker Nancy Pelosi bringing attention to the fact that as currently written, the Senate Patient Protection and Affordable Care Act (H.R. 3590) penalizes New York State by denying it desperately needed federal matching dollars (FMAP) to expand coverage to uninsured New Yorkers simply because New York provided Medicaid coverage to low income adults and children before it was required to do so by federal law. The House bill provides for a far more equitable distribution of federal matching funds. Click below to view the letter.

Strategic Plans
With the shifts in the economy and new leadership at the NYS Office of Mental Health, Office of Alcoholism and Substance Abuse Servics, and Office of Mental Retardation and Developmental Disabilities, change is occurring at a rapid pace. Already this year, two budget cuts have occurred and a third one is anticipated. In addition, New York State regulations, Medicaid requirements and managed care initiatives are rapidly changing the landscape for local governmental units (LGUs).
It is in this context that the Conference of Local Mental Hygiene Directors (the Conference) chose to embark on a strategic planning initiative, the goals of which are to:
- Develop a clear vision regarding where the organization needs to focus its efforts over the next several years to ensure sustainability;
- Reinvigorate the membership; and
- Reinforce the role of the LGU in this time of major change.

STEPS-Solutions to End Psychiatric Shortages
The STEPS (Solutions To End Psychiatric Shortages) Campaign is a multi-year effort of the NYS Conference of Local Mental Hygiene Directors to improve access to child and adolescent psychiatrists in New York State.
Assessing and Addressing the Need for Child and Adolescent Psychiatrists in New York State is a report on a county wide telephone survey. The survey is a needs assessment for Child and Adolescent Psychiatry (CAP) and mental health services for children and adolescents in New York State and was conducted by the Center for Human Services Research (University at Albany, State University of New York) and supported by the NYS Conference of Local Mental Hygiene Directors (CLMHD). The project consisted of a telephone survey of all 58 counties in New York State and the analysis of census and other relevant data sets.
In an effort to provide a comprehensive examination of the need for CAPs, child and adolescent mental health services and needs were also examined. The survey goals were to describe the current status of child psychiatrists providing services in each county, to illustrate the mental health service system in each county as it pertains to child and adolescent psychiatry, to describe the need for child and adolescent mental health services in each county, to explore alternative strategies such as telepsychiatry, and to identify any unique characteristics that impact on the delivery of child and adolescent mental health services.
The NYS Conference of Local Mental Hygiene Directors (NYSCLMHD) and the Schuyler Center for Analysis and Advocacy (SCAA) collaborated on holding a Legislative Roundtable September 10, 2007 to discuss ways to address the shortage of child and adolescent psychiatrists in New York State. The discussion at the Legislative Roundtable influenced the writing of the paper A Crisis of Care: Addressing the Shortage of Child and Adolescent Psychiatrists in New York State. This paper examines the reasons behind the shortage of child and adolescent psychiatrists (CAPS), discusses how New York is currently tackling the problem, makes recommendations for how the State can increase the supply of CAPS, and offers other alternatives for care to families in need.
