The STEPS (Solutions To End Psychiatric Shortages) Campaign is a multi-year effort of the NYS Conference of Local Mental Hygiene Directors to improve access to child and adolescent psychiatrists in New York State.

In the fall of 1997, the members of the New York State Conference of Local Mental Hygiene Directors, Inc., a statewide association representing 57 county metal hygiene departments and the City of New York, agreed to implement a Technical Assistance Project. The Project helps county directors collectively meet the challenges of a changed and changing system. This section contains publications, reports and tools that can be used by counties for technical assistance.

In 2004 the CLMHD decided to formally undertake an initiative to strengthen the county planning process. Central to this initiative was the development of a planning process that would result in fully formed county plans that would inform a reestablished statewide 5.07 plan. During the first year of the initiative, the CLMHD established a Mental Health Planning Subcommittee that has helped to guide this initiative as well as set regular meetings with SOMH staff. Over time the work of this committee has helped to increase the availability of data and supporting tools to assist counties in the development of their annual plans. This section contains an overview of the initiative, reports, minutes and other technical assistance materials relevant to the planning process.

The New York Mental Hygiene Institute (MHI) is a 501(c)(3) not-for-profit organization founded by the New York State Conference of Local Mental Hygiene Directors in 2001. It was launched to study and report on issues broadly related to community behavioral health in a non-partisan and independent manner. MHI conducts and promotes research, training and technical assistance, and serves as an agent for knowledge dissemination through collaborative forums and information exchange. MHI’s goal is to provide communities with resources needed to improve individual outcomes and system performance.
Services
Given the nature of behavioral health in communities, MHI is interested in a very broad scope of activities, projects, and services. These include:
- Develop products that advance science and its practical application and successful implementation in communities.
- Convene and coordinate activities of a wide range of partners across multiple service systems representing all levels of government, consumers, families, community cultures, providers and other stakeholders.
- Provide an organizational base for others interested in conducting independent research activities and consensus-building opportunities.
- Disseminate information and provide forum for dialogue at all levels of government and within communities.
- Hold and provide access to technical assistance sessions and trainings.
- Deliver consultation services related to program evaluation and implementation.
MHI is dedicated to the principles of social integration for children and families, effective care management, cross system collaboration, recovery, cultural competence, accountability and outcomes, and sustained education on disability awareness.
