CLMHD is Hiring: Project Director - Behavioral Health Regional Planning Consortium

The NYS Conference of Local Mental Hygiene Directors (CLMHD), a division of NYS Association of Counties (NYSAC), is seeking a Project Director to lead and oversee the operations of a statewide initiative that is closely tied to the behavioral health Medicaid Managed Care Transition in 10 regions of the state, known as the Regional Planning Consortiums (RPCs). The RPCs are regional boards compromised of multiple behavioral health stakeholders, who collaboratively problem solve around the transition of Medicaid behavioral health services and other new initiatives (including HARP/HCBS, Health Homes, Primary Care/Behavioral Health Integration and Value-Based Payment) which impact the behavioral healthcare system in NYS. The RPC Project Director is responsible for leading the operations and strategy of the RPC project including supervision of remotely-stationed RPC Project Coordinator staff in the 10 RPC regions outside of NYC. The RPC Project Director is expected to liaise between the RPCs and State Government officials. This position is located in Albany, New York and requires significant in-state travel.

Required Competencies:

  • Knowledge of the NYS public behavioral healthcare system, the Medicaid program and Medicaid Managed Care is required
  • Experience in project management including a demonstrated ability to manage the implementation of project goals and meet the deliverables of a specified project scope from beginning to end
  • Experience developing budgets and providing overall financial management including the ability to monitor and control project expenditures against approved budget
  • Candidate must be a proven relationship builder among various stakeholders with an ability to effectively facilitate meetings
  • Experience managing staff including team building and general supervision
  • Strong written and verbal communication skills are required. Public speaking experience is preferred
  • Knowledge of County and/or State government structure is preferred but not required

Education and Experience:

  • Master’s Degree in Social Work, Mental Health, Human Services, Public Health, Public Administration, Management or Healthcare is strongly preferred but not required
  • Minimum 5 years of experience in a mid to senior level leadership role is required
  • Experience facilitating collaboration and consensus building amongst disparate stakeholder groups is a must
  • Experience directing /supporting staff at several offsite locations is strongly preferred

Salary range for the position is $90,000 - $110,000 commensurate with skills and experience.
