CLMHD is Hiring: NORTH COUNTRY Regional Planning Consortium (RPC) Regional Coordinator

The New York State Conference of Local Mental Hygiene Directors (CLMHD) is a statewide membership organization representing the Directors of Community Services (DCS) for each of New York’s 57 counties and New York City. The Conference is statutorily incorporated under Article 41 of the Mental Hygiene Law in 1976.

The Conference is seeking a North Country RPC Coordinatorto lead the day to day operations of the North Country Regional Planning Consortium (RPCs), comprised of the following counties: Clinton, Franklin, Essex, Hamilton, Warren and Washington. The RPCs are an innovative and NYS-endorsed statewide initiative that is closely tied to the behavioral health Medicaid Managed Care Transition in 10 regions of the state. The RPCs are regional boards compromised of multiple behavioral health stakeholders, who collaboratively problem solve identified issues unique to the region around the transition of Medicaid behavioral health services and other new initiatives (including HARP / HCBS, Health Homes, Primary Care/Behavioral Health Integration and Value-Based Payment.) The goal ultimately is to positively impact the behavioral healthcare system in NYS through the integration of mental health, addiction treatment services and physical healthcare in a way that is data-informed, person- and family-centered, cost-efficient and results in improved overall health for adults and children in our communities.

Reporting to the RPC Project Director, the North Country RPC Coordinator also works closely with the region’s two Co-Chairs and is responsible in covering the below outlined job responsibilities.

Job Responsibilities

RPC Coordinators monitor, manage and coordinate all elements and aspects of their region’s NYS Regional Planning Consortium.

Required Competencies:

  • Demonstrated ability to function as an effective team organizer;
  • Proficiency in MS Office Tools;
  • Strong organizational skills;
  • Excellent written and verbal communication skills;
  • Ability to problem-solve and carry out responsibilities with minimal supervision;
  • Ability to comprehend & track committee processes to ensure group needs are addressed;
  • Ability to clearly and concisely present information in one-on-one and group situations;
  • Experience with Project Management processes;
  • Ability to engage multiple stakeholders and adapt to changing tasks and expectations

Education and Experience:

  • Bachelor’s Degree in Social Work, Mental Health, Human Services, Public Health, Public Administration, Management or Healthcare is strongly preferred but not
  • A minimum of two years of progressive responsibility ( preferred)
  • Experience facilitating collaboration and consensus building amongst disparate stakeholder groups is required.

Duties of this Position Include:

  • Facilitate various meetings of varying sizes
  • Logistical arrangements to ensure project meetings are well-attended & well-run;
  • Prepare and distribute agenda, reports and project meeting notes for board/workgroup and subcommittee meetings;
  • Provide direct support and assistance to the RPC Co-Chairs;
  • Communicate, collaborate and consult with other Project Coordinators across the State;
  • Provide regular and recurring updates to the State Project Director and the Region’s RPC Co-Chairs;
  • Onboard new RPC Board Members
  • Create and manage communications covering the activities of regional boards;
  • Track and report on progress made towards regional goals & objectives;
  • Write, edit, and format publications, presentations and reports related to assigned projects;
  • Strategize and implement the steps needed in the region to meet the goals/objectives of the region
  • Conduct background research and scope discussions for new project developments;
  • Represent RPC at meetings and conferences;
  • Coordinate project activities with other RPC initiatives;
  • Any additional duties assigned by the State Project Director or RPC Co-Chairs
